International conference „Baltic Marine Innovation forum“ programme

 

Science and innovative technologies strengthen the marine business

In 2008 European Commission announced the 20th May as a Maritime Day of Europe.

Though on the initiative of International Maritime Organisation on the last week of September the World Maritime Day is celebrated, Seas and Oceans covering the greater part of our planet have deserved greater attention than the mankind had paid to them.

We already feel the consequences of the lack of such attention: endangered fish populations due to the lack of protection, polluted beaches, and the threat of global thaw.

We welcome EC initiative to announce Maritime Day of Europe and at the same time to attract attention of European countries executing especially intensive industrial activities to maritime problems and invite them to solve them together.

Strategy of scientific research

In EC Communiqué of 3-September 2008 it is stated that for EU seafaring regions there fall 40 percent of GDP and for seafaring economy – from 3 to 5 percent of GDP and it is of great importance for the total dynamics of economics. Science and new technologies is one of the ways to coordinate sustainable inducement of the economic growth of maritime activities together with environment protection.

EC in its strategic goals for 2005-2009 recognises that it is necessary to form versatile maritime policy, dedicated to create flourishing maritime economics and use the whole potential of maritime activities in an environmentally friendly way. Such policy should be based on skills in the fields of scientific research, technologies and innovations. Between maritime science and seafaring policy there is to be regular mutual feedback.  

Therefore, „EC is ready since 2009 to regularly support the organisation of conferences for the countries interested in sea and maritime research on the occasion of the Maritime Day of Europe, at the same time using the support of a group of famous personalities“,- the document reads.

Innovations in Marine policy

In the strategic objectives for 2005-2009 EC indicated that there „exists a need for universal maritime policy the aim of which is to execute the development of environmentally friendly and flourishing maritime economics“.

Due to the existing division into sectoral policy it is difficult to coordinate the use of oceans and seas and determine their priorities. Therefore, controversial decisions may be taken, able to make negative impact on maritime environment, disproportionate limitations may be taken for competing fields of maritime activities or the profit may be limited that might be got from new activities. To stay competitive, European maritime sector is especially dynamic; therefore, changes in maritime policy are to take place rather rapidly.  

EC in its strategic objectives for 2005-2009 indicated that maritime scientific research, technologies and innovations skills are to become the axle of maritime business and policy.

‘Baltic marine innovations forum’

The market of science and technologies is huge, dynamic and complicated. The differences of economic and technological potential in separate Baltic Sea region countries are also big. In order to induce regional cooperation, guarantee sustainable development of this sector in the Baltic Sea region and increase the compatibility of Baltic maritime sector, it is necessary to initiate closer cooperation among the Baltic regions in the development of innovation processes, induce skills when transferring the knowledge and best practice.  

For this reason the Association of science, studies and business  Baltic valley, Klaipeda University, Klaipeda Science and Technologies Park and international business magazine JURA MOPE SEA decided to organise international conference  ‘Baltic maritime innovations forum’.

This idea was supported by the Ministry of Foreign Affairs of Lithuania, Ministry of Transport and Communications of Lithuania, Ministry of Economy of Lithuania, Ministry of Agriculture of Lithuania and Ministry of Education and Science of Lithuania and they joined the group of organisers.

Objectives of the event

The aim of the conference is to present to the public the guidelines of EU document under preparation ‘Strategy of the Baltic Sea’; to get acquainted with Lithuanian action programme during the period of its chairmanship in the Council of the Baltic countries; induce partnership implementing integrated EU maritime policy among national, science and studies institutions and business subjects; present innovation projects and technologies created and implemented in the Baltic Sea region; award the best projects submitted to the contest by handing over international awards Windrose.

This international event is dedicated to unite the representatives of business, science and politicians and induce their inter-cooperation, discuss the core maritime policy matters and share scientific and technological knowledge.   

Business and policy practice and scientific foresights

Prominent politics, business and science figures will participate in the conference and make presentations - Minister of Foreign Affairs of Germany Frank-Walter Steinmeier, Minister of Foreign Affairs of Lithuania Vygaudas Usackas, Minister of Transport and Communications of Lithuania Eligijus Masiulis, Piotr Serafin, Undersecretary of State of the Committee for European Integration of Poland, Hans-Robert Metelmann, Chairman of ScanBalt:, Rector of Rostock University Wolfgang Scharek and others.

The anticipated persons at the conference are: member of European Parliament Laima Liucija Andrikiene, Minister of Transport of Russia Igor Levitin, Kaliningrad region governor Georgij Bos, Minister of Transport of Kazakhstan Abelgazy Kusainov, Minister of Transport of Belarus Vladimir Sosnovskij, Minister of Transport of the Ukraine Yusyp Wynskyj, Minister of Transport of Finland Anu Vehviläinen, minister of Transport of Latvia Kaspars Gerhards, Minister of Foreign Affairs of Estonia Urmas Paet, Minister of Infrastructure of Poland Cezary Grabarczyk and others.

In the afternoon session of the conference there will take place discussion forum where the representatives of the universities of the Baltic countries, scientific research institutes, science and technologies parks will take the floor.

The discussions will look at the tools to help inducing sustainable development of maritime technologies and business cooperation in the Baltic Sea region.

The ideas formed during the conference and the forum, the main directions of the change of maritime policy on such matters as the climate change, the Strategy of the Baltic Sea environment, competitiveness of maritime industry, maritime fishery, shipping, shipbuilding and transport perspectives, integrated maritime investigations will be stated in the resolution of the conference.
